What is the purpose of DBAAs?
To provide a funding source for the operation and maintenance of various equipment and fixtures such as pump stations, observation wells, hydraugers, and drainage swales, which drain groundwater in order to maintain slope stability within a specific area.
The City of Santa Clarita has 15 Drainage Benefit Assessment Areas (DBAAs). Homeowners within a DBAA are assessed for the special and unique benefit they receive. The assessment is on the property tax bill, collected by the Los Angeles County Tax Collector on annual property tax bills, and redistributed to the City to fund the DBAAs.
Several contractors and City staff monitor the observation wells, maintain and repair the pump station equipment and fixtures, and comply with permitting and reporting of the DBAAs.
